The Constitution of the GTCC Faculty Association

Article I. Name and Purpose
A. The name of this organization is Guilford Technical Community College Faculty Association.
B. The Faculty Association provides a forum and a voice for articulating issues of concern to the faculty.
 
Article II. Membership
The Faculty Association is open to all faculty of Guilford Technical Community College who are
assigned to regular teaching positions.
 
Article III. Officers

The officers of the association are:

President:acts as chairperson of the Executive Committee and Faculty Association meetings; serves as a representative of the Faculty Association at meetings of the Board of Trustees and the College president.

Vice President:performs the duties of the president of the Faculty Association in the absence of the president; serves as Faculty Association representative when appropriate at meetings of the College vice presidents.

Secretary:responsible for recording official minutes of all Faculty Association meetings; responsible for editing and publishing all documents related to the Faculty Association.

Parliamentarian:provides procedural rulings during Faculty Association meetings, following the Faculty Association Constitution and Robert's Rules of Order; provides advice to the president of the Faculty Association or other individuals on issues pertaining to the interpretation of the Constitution and bylaws of the Faculty Association; is responsible for the duties of the treasurer of the Faculty Association (e.g. collecting, disbursing, and accounting for any Faculty Association funds.

Chair of Nominating and Election Committee:solicits volunteers to serve on the Nominating and Election committee and presents the proposed members of the Nominating and Election committee to the Faculty Association for approval; chairs all meetings of the Nominating and Election committee.

Archivist:is responsible for having official minutes and other Faculty Association documents placed in the Guilford Technical Community College's archives; performs the duties of the secretary in the absence of the secretary.

Article IV. Election of Officers
A. The Nominating and Election committee is responsible for proposing a slate of officers (at least one nominee for each position) for election.
B. Election of officers will be conducted by secret ballot during the March meeting of the Faculty Association by the Nominating and Election committee.
C. Newly elected officers will assume their duties on April 1.
D. If an office becomes vacant, this office will be filled at the next regular meeting of the Faculty Association for the remainder of the term.
 
Article V. Committees
A. The duties of the Executive Committee include:
1. Preparing agendas for all Faculty Association meetings.
2. Appointing representatives to serve on standing College committees, College adhoc committees, and working committees of the Faculty Association, except the Nominating and Election committee.
3. Carrying out other tasks as assigned by the membership of the Faculty Association.

B. The Nominating and Election committee will be composed of at least, but not limited to, three members of the Faculty Association including the chairperson of the committee. Proposed members of this committee must be approved by vote of the Faculty Association.
C. Standing and ad hoc committees should be as representative as possible of the College faculty.
 
Article VI. Meetings
A. The Faculty Association will meet at least seven times during the academic year.
B. The agenda of each regularly scheduled meeting will be distributed to each member one week prior to the meeting.
C. A majority vote of the membership present at a regularly scheduled meeting will constitute official action of the Faculty Association.
D. Business will be conducted in accordance with the constitution of the Faculty Association and the latest edition of the revised Robert's Rules of Order.
 
Article VII. Amendments

A. Amendments to the Constitution
1. Proposed amendments to this constitution will be submitted to the entire association prior to a regularly scheduled meeting.
2. The vote on the amendment will take place at the next regularly scheduled meeting following the one in which it is presented.
3. Two-thirds of the votes cast are necessary to ratify an amendment.

B. Amendments to the Bylaws
1. Proposed bylaws or amendments to the existing bylaws will be presented to the Faculty Association in the same manner as amendments to the constitution.
2. A majority of the votes cast are necessary to adopt a bylaw.
